ethPay is different from payment systems like e.g. PayPal where the company behind PayPal creates and enforces the rules what can be sold over it. ethPay in contrast is built as a "dApp" (a decentralized app) which means that not we (the creators of the technology) control and manage what you are selling over it but you (the user of the technology).
As such it is impossible for us to see what is being sold and it is impossible for us to restrict or regulate it.
The merchant is responsible to make sure that the products and services being sold are not illegal.
